To vote in the Liberal leadership race, you simply have to become a member of the Liberal party by the cutoff date of Friday, Jan. 14. To qualify for membership, you have to "ordinarily" live in B.C., but there is no citizenship requirement and the minimum age is 14. The Liberals not only allow young members, who have full voting rights, they encourage them by discounting the usual $10 fee for a four-year membership. If you are under 25, it's only $5 -- less than a cup of coffee a year for four years.
